Internal tool builders compared (2026)

We read the official sites, docs, pricing pages and GitHub repositories of 12 internal tool builders on 2026-11-01. Appsmith, Budibase and ToolJet are open source and self-hostable, and Budibase, Google AppSheet, Microsoft Power Apps, Noloco, Softr and Superblocks document an EU data-hosting region for their cloud product. "Not stated" means we found no statement on those pages, not that the feature is missing.

Last checked 2026-11-01. Tools are listed alphabetically. This is not a ranking and we did not test the tools ourselves. Enterprise prices, customer counts and market share are not included because we could not source them.

"Yes" for EU hosting means the vendor's own pages document an EU region for the cloud product. "Not listed" means the vendor says data sits elsewhere. "Not stated" means we found no region statement. "Yes" for self-host includes documented private or customer-cloud deployments, some of them Enterprise only, which the cards describe. Prices are quoted from each pricing page and were not recalculated.

How to choose

1. Start from self-hosting and data control

If you must run the tool on your own servers, start with the open-source options: Appsmith (Apache-2.0), Budibase (GPL v3) and ToolJet (AGPL-3.0). DronaHQ, Retool, Superblocks and UI Bakery document self-hosted or private deployments too, but they are closed products and several reserve that option for Enterprise plans. Self-hosting adds upgrades, backups and uptime to your own list. If you need an EU region instead, Budibase, Google AppSheet, Microsoft Power Apps, Noloco, Softr and Superblocks document one for their cloud product, and Appsmith and Glide say cloud data is stored in the United States.

2. Decide who will build and maintain it

Retool, Appsmith, Budibase, ToolJet and UI Bakery describe themselves as low-code builders, which suits people who are comfortable with SQL, JavaScript and APIs. Glide, Google AppSheet, Noloco and Softr describe themselves as no-code, which suits ops staff who work from spreadsheets or tables. Pick based on who will own changes six months from now, not who builds the first version. See also our pages on Retool, Softr and Airtable.

3. Check your existing Microsoft or Google stack

Microsoft Power Apps and Google AppSheet sit inside Microsoft 365 and Google Workspace. If identity, data and security reviews are already there, that can shorten procurement. Both have region conditions: Power Apps chooses a region per environment, and AppSheet's EU region needs an Enterprise Plus account and drops some features and data sources. Read the hosting notes before you assume.

4. Model per-user pricing at your real headcount

Appsmith, DronaHQ, Google AppSheet, Microsoft Power Apps, Retool, ToolJet and UI Bakery quote per-user, per-builder or per-developer prices, so cost grows with the number of people. Some cloud plans, such as DronaHQ's, list unlimited users and bill by usage instead. Count builders and viewers separately, add the seats you will have in a year and read what each plan excludes, such as SSO, audit logs or Git sync. We do not compute totals because plans and limits differ.

5. Decide what you need from AI

Vendors list different things under AI: app generation, agents, AI actions inside apps and usage credits. Credits cap how much you can build with AI each month on several plans, and bring-your-own-key is limited to higher plans at some vendors. Write down whether you want AI to help build the tool or to run inside it, then check the AI line on each card. If you only need dashboards, see our page on agencies for reporting dashboards.

Also see the wider tools hub for other vendor-neutral comparisons.

Need someone to build it?

If you would rather hand this to a specialist, browse the internal tools agencies in our directory, see how to hire Retool developers, read what a custom AI internal tool costs or get matched with an agency. If you are weighing a builder against custom code, read Retool vs a custom internal tool. Our listings do not say which builder an agency uses, so ask about it in your brief.

Questions

Which internal tool builders are open source and self-hostable?

Appsmith (Apache-2.0), Budibase (GPL v3) and ToolJet (AGPL-3.0) have an open-source core you can run yourself, according to their repositories and pricing pages. We did not find a source-available license among the tools here. DronaHQ, Retool, Superblocks and UI Bakery are closed-source products that document a self-hosted or private deployment, in some cases on Enterprise or higher plans only, so read the card for each. Glide state that self-hosting is not offered. For the other tools we found no self-hosting statement. Open source here means the core product has an OSI-approved license. Some of these products keep paid features under a separate license, which the cards note.

Which internal tool builders offer EU data hosting?

On the vendor pages we read, Budibase, Google AppSheet, Microsoft Power Apps, Noloco, Softr and Superblocks document an EU data-hosting region for their cloud product. Some come with conditions, such as an Enterprise Plus plan or a feature that is not available in the EU region, so check the hosting note on each card. Appsmith and Glide say their cloud data is stored in the United States. For DronaHQ, Retool, ToolJet and UI Bakery we found no region list, which is different from "not available": ask the vendor. Self-hosting is the other route to control where data sits.

Which internal tool builders have a free plan?

Appsmith, Budibase, Glide, Google AppSheet, Microsoft Power Apps, Noloco, Retool, Softr, ToolJet and UI Bakery state a free plan or free tier on their own pages. DronaHQ and Superblocks state a time-limited trial instead. Free plans have caps on users, apps, credits and features, which are in the table. Prices were checked on 2026-11-01. We do not list enterprise pricing because most vendors ask for a sales call.

Retool vs custom code: when does a builder make sense?

A builder makes sense when the screens are mostly forms, tables, approvals and dashboards on top of data you already have, and you want them in weeks instead of building login, permissions and a UI layer yourself. Custom code makes more sense when the interface is unusual, performance needs are strict or the tool is part of your product. Many teams start with a builder and move the awkward parts to code. Our guide on Retool versus a custom internal tool goes through the trade-offs at /guides/retool-vs-custom-internal-tool/.

Should I hire an agency to build internal tools?

It depends on who will own the tool. If you have an engineer or a technical ops person with time, a builder from this list is often enough to start. If you need integrations with messy systems, approval flows with real permissions or a tool several teams will rely on, a specialist can scope it and hand it over. Our directory lists agencies that name internal tool work on their own websites. Pricing for custom work varies a lot, so see the cost guide at /hire/custom-ai-internal-tool-cost/ before you ask for quotes.
